The European Commission has opened a new call for proposals, CERV-2026-CHAR-LITI, under the Citizens, Equality, Rights and Values (CERV) Programme, managed by the European Education and Culture Executive Agency (EACEA). The call supports projects that strengthen the application of the EU Charter of Fundamental Rights across the European Union. It is structured around two priorities: raising awareness of and building capacity for the EU Charter (CERV-2026-CHAR-LITI-CHARTER), and promoting an enabling civic space (CERV-2026-CHAR-LITI-CIVIC). Each proposal addresses one of the two priorities.

Who can apply?

Eligible applicants are non-profit and other legal entities established in EU Member States. Typical participating organisations include:

  • Civil society organisations (CSOs) and non-governmental organisations
  • National Human Rights Institutions (NHRIs)
  • Equality bodies and ombuds institutions
  • Universities and research institutes
  • Education and training providers
  • Local, regional and national authorities (as co-applicants)
  • Non-profit networks and associations
  • For-profit organisations (only in partnership with private non-profit organisations)

The lead applicant (coordinator) must be a non-profit private legal entity. Projects may be national or transnational, although transnational partnerships are particularly encouraged. An application may involve one or more organisations, and the coordinator may submit only one proposal across the call.

Funding and deadline

  • Total budget: EUR 26,000,000 (CHARTER: EUR 9.5M; CIVIC: EUR 16.5M)
  • EU co-funding rate: 90%
  • Minimum grant: EUR 75,000
  • Project duration: 12–24 months
  • Submission deadline: 15 September 2026 (17:00 Brussels time)
